When can a building be called a high-rise?

The term high-rise was first used for residential buildings with more than three floors. Today, there are no rules for when a high-rise building is called a high-rise rather than a regular building, but the limit is usually around 12-14 storeys.

High-rise = less friends

Children living in high-rise buildings have fewer playmates and less outdoor playtime than children living in neighborhoods (apartment buildings of four to five floors).
